Building HR from zero at a growing multi-site company

The problem: A growing company had no HR function and was about to grow fast.

What we did: Deven Downey built HR from the ground up. The handbook, payroll, onboarding and compliance basics were in place, then he scaled the function as the company grew.

The result: Turnover fell from 40% to 10%.

If this sounds like you: If HR still lands on a founder at night, Foundations builds the basics so it stops landing on you.

About

You get us. Not a network, not a junior.

A senior team. No juniors, no handoff.

We’re DMD Fractional. We take the HR work that lands on founders who never asked for it: hiring, handbooks, and the hard people calls.

Remote-first out of Utah, available to growing companies in the US and internationally. We confirm coverage for your countries on the free check.

Meet the founders

Deven Downey
Deven Downey, Founder & Head of HR

Deven Downey has 14 years in People operations. He has built HR from zero several times, most recently across a 13-brand portfolio, and has held senior HR roles at Tesla, Young Living, Openly, DISH and Vivint. He has supported organizations and led HR business partner teams of up to nine. He holds a Master’s in Human Resource Management and is bilingual in English and Spanish. He started DMD Fractional to give growing companies senior HR help without the cost of a full-time hire.

When he’s not helping someone with HR, Deven is with his wife cheering on their four kids in sports, school, singing and more. He also coaches competitive youth baseball.

Taani Fisilau, Founder & Head of Recruiting

Taani Fisilau has more than 10 years in HR and recruiting, hiring in technology, software engineering, AI, manufacturing and hardware, finance, and operations. In one stretch he hired more than 90 principal and senior engineers in about four months. He works closely with leaders to understand what the business actually needs, then finds people who will stick and grow, with integrity and real relationships along the way.

Outside of work, he is a proud husband and sports dad who puts family first. He loves coaching and mentoring his kids, and he teaches them the same things he brings to work: hard work, discipline, teamwork and perseverance.

What size companies do you work with?
Our core is 15 to 150 people. Under 15, we start with one fixed-price project, like a handbook or People Audit (a full review of your HR basics), from $2,500, because monthly plans (set hours every week) are built for teams of 15 and up. You can still hire with a Flat-fee Search. Past 150, a full-time HR hire is often the better long-term buy, and we are glad to talk it through.
Why not just use a recruiting agency?
An agency usually charges 20%, often 25 to 30% for senior roles, of first-year salary, assigns whoever is free, and leaves with the process when the search ends. DMD is a flat $5,000 to $12,000 per role, set by the role’s salary before the search starts ($12,000 for roles paying $150,000 or more), run end to end by us, and you keep the scorecard, interview loop, and pass reasons after. The fee is fixed up front, so it does not grow with the final offer, and it does not reset on the next role.
How is this different from a marketplace?
A marketplace matches you with a stranger from a network, often several recruiters racing the same role. With DMD you get the senior people who do the work, start to finish, which is why the fee can stay flat.
Why fixed prices, not a meter?
Projects and searches are a fixed price, scoped on a free 20-minute HR check, so you know the number before work starts. Monthly tiers come with a set number of hours. Volume and hourly recruiting is quoted per project. Book a free 20-minute HR check and we will scope it with you.
What if a month runs over?
Each tier has an hours cap. Extra hours are billed at a fixed hourly rate written into your contract (SOW), never billed without your written OK.
Which states can you cover?
Any US state. We are remote-first out of Utah and can work with companies anywhere in the US. Foundations (your core HR documents, built once) and handbook projects include extra rules for each state you hire in. Monthly plans cover your main state, and extra states are quoted up front.
Do we have to switch tools?
No. Keep your tools. Between calls we work in your Slack or email, and everything we build lands in your drive, so you keep it. Choosing an HR information system (HRIS) is included in every monthly plan. Rolling one out is a separate project.
Will you sign our NDA?
Yes. We’re glad to sign a reasonable mutual NDA before you share anything sensitive. Your information stays confidential.
